Procurement by Falkland Islands Government<\/h1>\n\n\n

“Procurement” is the process of acquiring goods, services, or works from an external source, often via a tendering or competitive bidding process.  This process spans the whole life cycle from initial concept and definition of business needs through to the end of the useful life of an asset or end of a services contract.<\/p>\n\n\n\n

Good procurement is important to meet business needs whilst ensuring projects are delivered within agreed cost, quality and schedule parameters and with a transparent audit trail.<\/p>\n\n\n\n

In all its procurement activities the Falkland Islands Government (FIG) aims to uphold the core principles of openness; equality; non-discrimination; and transparency.<\/p>\n\n\n\n

All FIG tendering activity is governed by the FIG Financial Instructions and any tenders estimated to be over \u00a350,000 in value are handled through the central procurement office in the Development and Commercial Services Directorate.<\/p>\n\n\n\n

Procurement by Oil and Gas Companies<\/h2>\n\n\n\n

Local Content<\/h3>\n\n\n\n

In December 2014, the Falkland Islands Government approved a Local Content Code of Practice in order to put local businesses at the heart of the procurement of goods and services for the oil and gas industry.<\/p>\n\n\n\n

Purpose<\/h3>\n\n\n\n

The Code of Practice seeks to advance the stake of the people of the Falkland Islands in the developing oil and gas industry in a sustainable manner and to ensure capacity development and employment of Falkland Islands\u2019 people, use of Falkland Islands\u2019 goods and services, transfer of technology and know-how, localisation of knowledge and ownership. This in turn seeks to create a legacy of long term benefit and growth to the Islands economy and helps to retain as much \u2018value\u2019 locally as possible.<\/p>\n\n\n\n

The Code is expected to encourage the integration of the oil and gas sector with the other sectors of the Falkland Islands\u2019 economy to effectively support national growth and development through the development of joint projects\/facilities, joint ventures and partnerships.<\/p>\n\n\n\n

The intent of this Code is to ensure that at every stage of the exploration, production and marketing of the oil and gas resources as well as related businesses, maximum use shall be made of available local capacity. It will ensure that the capability of Falkland Islands\u2019 people is developed sustainably to ensure progressive increases in local content and local participation.<\/p>\n\n\n\n

Local Content Board<\/h3>\n\n\n\n

The Local Content Board will oversee the implementation of the Code of Practice and the Local Content Register.<\/p>\n<\/div>\n\n\n\n
