I grew up on a small farm and have always had an interest in the natural environment. After completing a BSc in Geography at the University of Reading I worked as a transport planner before studying for an MSc in Desert Studies at Ben-Gurion University in Israel. Since then, I have worked largely in the public sector, initially as a researcher and environment officer, before becoming sustainability manager and then head of energy at a local authority, where I focussed on district heating and other decarbonisation projects. I joined the Department of Natural Resources as deputy director in 2024.

I was born in Moscow and did my MA in Economics at the Moscow State University, PhD in Finance in the Institute of World Economy and International Relations of the USSR in Moscow and MA in Business Administration in American University in Washington DC. I worked as an economist in the World Bank, International Monetary Fund in Washington DC and subsequently in Goldman Sachs and Barclays Bank plc in London. I raised billions of dollars in debt and equity for the corporates, banks and governments around the globe. I own financial advisory firm in Dubai. In 2023, I moved to Falkland Islands to assist FIG with the financing aspects of the Seal Lion Oil Field development.

Osama read law first at the University of Hull, UK and then specialised in Oil and Gas Laws from the University of Aberdeen, UK. Over the years, Osama has worked for national oil companies, multinational oil companies, Asian Development Bank and other donor funded development projects, law firms, and, advised Governments in various capacities. He has previously served as the Consultant to the Attorney General of Pakistan and remained a State Counsel (Prosecution) before the Court of Senior Puisne Judge, Islamabad High Court (Appellate Jurisdiction).
Prior to moving to the Falkland Islands- Osama worked as the Group Head Legal at Pak-Arab Refinery Limited (a joint venture between Emirate of Abu Dhabi through its Mubadala Investment Company and the Government of Pakistan) managing and supervising prosecution of crude theft litigations pertaining to a ~2000 km. crude pipeline network.
Osama moved to the Falkland Islands during July, 2023 as is currently working as the Regulatory Legal Advisor with the Mineral Resources Department in connection to the Sea Lion Oil Field.’

Claire has a First Class (Hons) Degree and a Post graduate certificate at MA level.
Since moving to the Falklands in 2017, Claire has been employed in both the private and Government sectors, joining The Department of Natural Resources in 2023.
